TikTok's mission is to inspire creativity and bring joy. In a global community such as ours with millions of users it is natural for people to have different opinions, so we seek to operate on a shared set of facts and reality when it comes to topics that impact people’s safety. Ensuring a safe and authentic environment for our community is critical to achieving our goals - this includes making sure our users have a trustworthy experience on TikTok. As part of creating a trustworthy environment, transparency is essential to enable online communities and wider society to assess TikTok's approach to its regulatory obligations. TikTok is committed to providing insights into the actions we are taking as a signatory to the Code of Practice on Disinformation (the Code).

Commitment 27
Relevant Signatories commit to provide vetted researchers with access to data necessary to undertake research on Disinformation by developing, funding, and cooperating with an independent, third-party body that can vet researchers and research proposals.

  • We are a members of the EDMO working group for the creation of the Independent Intermediary Body (IIB) to support research on digital platforms.
  • Refined our standard operating procedure (SOP) for vetted researcher access to ensure compliance with the provisions of the Delegated Act on Data Access for Research.
  • Participated in the EC Technical Roundtable on data access in December, 2024. The roundtable focused on the technical measures and best practices that could be implemented to facilitate the roll-out of the data access mechanism for vetted researchers.

We are continuously reviewing and improving our tools and processes to fight misinformation and disinformation and will report on any further development in the next COPD report.
Measure 27.1
Relevant Signatories commit to work with other relevant organisations (European Commission, Civil Society, DPAs) to develop within a reasonable timeline the independent third-party body referred to in Commitment 27, taking into account, where appropriate, ongoing efforts such as the EDMO proposal for a Code of Conduct on Access to Platform Data.

Relevant Signatories will describe their engagement with the process outlined in Measure 27.1 with a detailed timeline of the process, the practical outcome and any impacts of this process when it comes to their partnerships, programs, or other forms of engagement with researchers.
We have engaged with EDMO and actively participated in the working group that was set up in order to implement the Independent Intermediary Body (IIB). 
TikTok was also one of two platforms to complete EDMO’s data access pilot, trialling the process for sharing data with vetted researchers designated under the DSA.
