Faktograf

Report March 2026

Submitted
Faktograf – Association for the Informed Public is a non-profit media organisation in Croatia that publishes two online media outlets that are registered as electronic publications with the Agency for Electronic Media in Croatia: Faktograf.hr specialised in fact-checking and Klimatski.hr focused on climate issues. Faktograf is the first media publisher in Croatia to be awarded the certificate from the Journalism Trust Initiative.

Faktograf is a verified member of the European Fact-Checking Standards Network and the International Fact-Checking Network, as well as the founding member of SEE Check - the network of 6 fact-checkers in South East Europe.

Faktograf is interested in public policies relevant for misinformation and disinformation, transparency and access to data and knowledge, good governance and democracy, as well as an enabling environment for viable journalism in the public interest, and as such is registered in the Transparency Register under ID 521295644592-54.

The beginning of 2025 in Croatia was marked by elections for the Croatian President, with informal campaigning for local elections in May 2025.

The contents, actors and channels of communications were saturated with political pre-election content, but lacking trustworthy information and abundant with misinformation and disinformation. As expected, this correlated with the growth of online harassment against journalists and fact-checkers.

Faktograf focused its activities on providing trustworthy information and debunking misinformation and disinformation to citizens in Croatia. Additionally, Faktograf engaged in promoting digital media literacy and protecting its journalists from harassment. Faktograf strengthened its cooperation with fact-checkers in the country, region, EU and globally, and continued participation in the Code of Practice Taskforce.

Commitment 31
Relevant Signatories commit to integrate, showcase, or otherwise consistently use fact-checkers' work in their platforms' services, processes, and contents; with full coverage of all Member States and languages.
We signed up to the following measures of this commitment
Measure 31.1 and 31.2 Measure 31.3 Measure 31.4
In line with this commitment, did you deploy new implementation measures (e.g. changes to your terms of service, new tools, new policies, etc)?
If yes, list these implementation measures here
Do you plan to put further implementation measures in place in the next 6 months to substantially improve the maturity of the implementation of this commitment?
If yes, which further implementation measures do you plan to put in place in the next 6 months?
Measure 31.3
Relevant Signatories (including but not necessarily limited to fact-checkers and platforms) will create, in collaboration with EDMO and an elected body representative of the independent European fact-checking organisations, a repository of fact-checking content that will be governed by the representatives of fact-checkers. Relevant Signatories (i.e. platforms) commit to contribute to funding the establishment of the repository, together with other Signatories and/or other relevant interested entities. Funding will be reassessed on an annual basis within the Permanent Task-force after the establishment of the repository, which shall take no longer than 12 months.
QRE 31.3.1
Relevant Signatories will report on their work towards and contribution to the overall repository project, which may include (depending on the Signatories): financial contributions; technical support; resourcing; fact-checks added to the repository. Further relevant metrics should be explored within the Permanent Task-force.
It is regrettable that all platform-signatories unsubscribed from this measure with their updated subscriptions documents from January 2025.

A fact-checking repository will add great value and insights for all stakeholders working on countering disinformation. The EFCSN had tabled a proposal detailing a general overview of how the repository should be envisioned, a description of the data that members of the EFCSN will provide through the tool, information on the expected volume and scope, and a proposed timeline to continue with the discussions. Unfortunately, platform-signatories decided to unsubscribe before the proposal was assessed and debated comprehensively. Faktograf remains committed to supporting the EFCSN in developing and implementing such a repository.
